Reared in Washington, Pennsylvania, he grew up familiar with the grocery business through association with the operations of his father's store, beginning his active connection there as a clerk when he was seventeen years of age, working during school vacations. He had two years at the academy school of Washington and Jefferson College, one year at college, and then entered the Washington Business College, from which he was graduated. In 1895, when the Spriggs store expanded its facilities and became a wholesale house, he became a traveling representative of the store, calling on the trade in this county and in the neighboring county of Greene. When in 1899 a branch warehouse was established by this concern in Waynesburg he was placed in charge of that branch and was there engaged until the time of his father's death in 1901, when he was admitted to a partnership in the concern, which continued to be carried on as Joseph M. Spriggs & Sons, and he became actively associated with his brothers in the management of the establishment. He returned to Washington as assistant manager of the wholesale house and thereafter made his home in that city. Following the death of Charles Spriggs in 1920, the remaining brothers, Joseph B. and John M. Spriggs, took over his interests, and in 1924 the business was incorporated under the name of Joseph M. Spriggs' Sons, Incorporated, with John M. Spriggs as president, Joseph B. Spriggs as treasurer, and R. R. Campbell as vice president and secretary. The Spriggs brothers also had considerable real estate interests and John M. Spriggs was a director of the Farmers Milling Company and the Union Trust Company. He and his brother were republicans and gave attention to local civic affairs.
He and his wife were members of the First Methodist Episcopal church and Mr. Spriggs belonged to the official board of that congregation. They also were members of the Washington County Golf and Country Club and of the Nemacolin Country Club and Mrs. Spriggs was a member of the local chapter of the Daughters of the American Revolution and of the Current Events Club. Mr. Spriggs was a Mason, affiliated with the lodge of that ancient order in Waynesboro, and was a member of the Washington Chamber of Commerce, the Rotary Club of that city and the Bassett Club.
