He was educated at the Jefferson School in Cook township, Westmoreland County, Pennsylvania, and later in the Rev. Mr. Dickinson's Classical Academy at Ligonier, where he studied for three terms. He then became a teacher and taught for three terms in the schools of Cook township. He abandoned this profession, however, at the end of this time and turned his attention to farming on the farm purchased by his mother some time before. This place originally consisted of only fifteen acres and it was here that his agricultural work was begun on a very modest scale. Over time he added greatly to his property and became the owner of one hundred and eighty-five acres of fertile farm land, one hundred and five of which were under a high state of cultivation. He was the owner of twenty-five head of fine Guernsey cattle, the milk and butter of which he disposed of in the local markets. His specialty, however, was a fine breed of white Wyandotte poultry. He also carried on general farming operations. He erected all the buildings on the place except a part of the dwelling which was there originally, but to this he added extensively.
In politics Mr. Phillippi was a Republican, and was active in the public life of the community for a number of years and held a number of offices. He was tax collector of Cook township for fourteen years, and also held the positions of inspector and judge of elections in the region. He was secretary and treasurer of the Ligonier Valley Telephone Company, which operated between Ligonier and Champion, the latter point in Fayette County. He was prominent in fraternal circles and was a member and past grand of Ligonier Lodge, No. 964, Independent Order of Odd Fellows. In his religious belief he was a member of the United Brethren church and was very active in church work in the neighborhood, being class leader, superintendent of Sunday school, trustee and general steward of the church.
