General Notes: Husband - William Elliott
He enjoyed only limited educational advantages, but individual application and the experiences of after life rendered him a man of exceptional intelligence and practical knowledge. At a comparatively early date in the history of Franklin he engaged in mercantile pursuits in that town, continuing at this until 1849, when he became interested in the Franklin foundry as senior member of the firm of Elliott & Epley. As a business man he was sagacious and successful, and bore the reputation of unquestioned integrity. In politics he was a Democrat and was closely identified with the affairs of that party in the county. He was early called upon to assume the duties of public office; in 1829 he was elected county commissioner, serving one term, and on the 4th of December, 1854, he took the oath of office as prothonotary. While the incumbent of the latter position his death occurred. Though not regularly connected with any religious body himself he was superintendent of the Presbyterian Sunday school shortly before his death, and otherwise active in promoting the religious interests of the community. [HVC 1890, 766]
He was born on what became subsequently known as the James Russell farm in the present limits of President Township, Venango County, Pennsylvania. He was reared there, and his opportunities were of course limited, but he had an active mind and much practical sense, and he was always regarded among his associates as a man of remarkable intelligence. When a young man he went into business at Franklin as a merchant, and was so occupied until in 1849 he became interested in the Franklin foundry at French creek, as one of the firm of Elliott & Epley. Meantime he also acquired prominence as a county official. When only twenty-six years old, in 1829, he was elected county commissioner, which office he held for one term, three years. For two years, 1844 and 1845, he served as county treasurer; and in 1854 he was elected prothonotary and clerk of the courts, taking the oath of office Dec. 4th of that year. He died before the completion of his term, and at the time was a candidate for reelection. Politically he was a Democrat, and an influential party worker practically from the time he attained his majority. In all his responsibilities, whether those of his own business ventures or the larger interests affecting the whole community, he was uniformly careful, judicious and honorable. He was not a member of church, but shortly before his death he acted as superintendent of the Presbyterian Sunday school, and he always supported and encouraged religious enterprises.
