He was born in Armstrong County, Pennsylvania, and was a boy when the family moved to Pittsburgh. He became one of the prominent men of the city, holding positions of honor and trust, including that of mayor, in which capacity he served two terms. He was also a member of the Constitutional Convention of 1872-73.
