He attended the public schools of Indiana County, Pennsylvania, Indiana State Normal School, and was graduated with the degree of A. B. from Penn State College in 1922. He began his business career with the Rieck-McJunkin Dairy Company, locating at Pittsburgh, and came to Butler in November, 1922, as manager of their plant.
He was ordered to active service as second lieutenant U. S. Reserves on May 8, 1917, and was commissioned a second lieutenant in the regular army in October, 1917. He served with the First Division, Forty-ninth Infantry, and General Headquarters. He was returned in September, 1919, sailing from Brest, France, with the First Division. He was retired from service on account of physical disability received in the service in June, 1922, with the rank of captain in the U. S. Army.
He was a member of the Executive Council of the American Legion; La Societe des 40 Hommes et 8 Chevaux; chef de gare, presiding officer beginning at its origin; Army Athletic Association, West Point; and Veterans of Foreign Wars. Fraternally he was affiliated with Alpine Lodge No. 77, F. and A. M., Closter, New Jersey; King Solomon Chapter, R. A. M. No. 5, Louisville, Kentucky; DeMolay Commandery, K. T. No. 12, Louisville, Kentucky; treasurer of Syrian Caravan; and Kasair Temple, A. A. O. N. M. S., Louisville. He belonged to the Rotary, Sterling and Butler Country Clubs, and the Indiana Country Club, Indiana, Pennsylvania. In his politics, Mr. Fowler was a Republican, and he and his wife were members of the United Presbyterian Church of Butler.
