He was the senior member of the mercantile and banking firm of J. & J. Milliken, of Lewistown, Pennsylvania, a firm well known in its time throughout the state. He served several terms in the legislature, was frequently called to positions of public trust by the electors of his county, and took no small part in the early development of the resources of his county.
