He received a good education, and after the establishment of the savings bank at Sugargrove, Warren County, Pennsylvania, became its cashier, continuing until his father's retirement in 1898, when he succeeded him in the presidency. He was a Republican in politics, and served as a member of the state assembly, 1883-84, and of the senate, 1895-98, and in local offices.
