He attended the public schools, afterwards graduating at Eastman Business College. He then became associated with his father in the lumber business and after the death of his father in 1920, he assumed the active management of the concern. The Westmoreland Planing Mill was erected in 1873 by the firm of Loucks, Larimer & Company, under whose management the plant was operated until 1880, when Peter S. and Jacob S. Loucks purchased the plant which was operated by these parties until 1882 under the firm name of P. S. Loucks & Company. It was in 1882 that J. W. Ruth and William Stoner became the proprietors of the concern, operating under the firm name of Ruth & Stoner until 1888, when John W. Ruth and J. W. Grantham bought out the business, continuing it as Ruth & Grantham until 1892, when the plant's management underwent another change, with John W. Ruth and Solomon Keister as owners, the firm title then being J. W. Ruth & Company. In 1898, Mr. Ruth became sole owner, and the business was carried on under his name to the time of his death, in 1920, when it was conducted under the name of Estate of J. W. Ruth, with Homer M. Ruth as manager. During its early years, the firm engaged in contracting, and built nearly all of the important structures in Scottdale. The oldest concern of any kind in the township, they employed twenty people, the plant covering four and a half acres, and operating in a radius of one hundred and twenty miles.
Mr. Ruth, a Republican in his political convictions, was president of the Scottdale School Board, and was a member of the Board since 1913. During the World War, he was active in all the movements of the time, and shared actively in the Liberty Loan drives and the Red Cross Work. His fraternal affiliations were with Marion Lodge, No. 562, Free and Accepted Masons, of Scottdale; the Chapter and Council of Greensburg; Kedron Commandery of Greensburg; the Pittsburgh Consistory, Ancient Accepted Scottish Rite, thirty-second degree; and Syria Temple, Ancient Arabic Order Nobles of the Mystic Shrine; and he held the various offices in the local lodge of the Independent Order of Odd Fellows and the Encampment. He was also a member of the Pleasant Valley Country Club, and the Rotary Club, of Scottdale; and he was a member of the board of trustees of the United Brethren Church, and a member of the board of directors of the Young Men's Christian Association.
