He was born in the town of Bridgewater, Somersetshire, England; came to America and lived for some time in Baltimore County, Maryland.

In the old Chilcott family Bible, which was published in Philadelphia, in 1811, the following data in the handwriting of Richard Chilcott is found: "I, Richard Chilcott, was born in the town of Bridgewater, in the county of Somersetshire, England, in the year of Our Lord, 1746, on the 24th of February. My father's name was Richard and mother's name was Rachel. A. D., 1814, February 24, I, Richard Chilcott, doth will this Book unto my namesake, Richard Chilcott, if any grandson shall be at the time of my decease; if no grandson, to my son Richard Chilcott and to be kept on by that name-William. Died on the 10th day of August, 1810, Ruth Chilcott, wife of Richard Chilcott, Esq., in the 61st year of her age."
