He was born in Philadelphia, Pennsylvania, but in pre-railroad days became a settler of Louisville, Kentucky, making the journey by canal boat and wagon. The elder Collins was a man of brilliant business ability and manly character, inherited from a race of business men and in turn handed down to his posterity.
