He completed his early education in the local schools, and then attended Bellefonte Academy, after which he entered Colgate University, graduating with the degree of Bachelor of Arts in 1928. He then enrolled at the University of Pittsburgh Law School, and received his degree of Bachelor of Laws in 1931. He was admitted to the bar the same year, and subsequently was admitted to practice in the Pennsylvania Supreme Court and the United States District Court of Western Pennsylvania.
Mr. Campbell's chief recreation was golf, and he was long a member of, and at one time was a director of, the Washington County Golf and Country Club.
He was a member of the Presbyterian Church, was a supporter of the Republican party, was affiliated with the Canonsburg Lodge, Benevolent and Protective Order of Elks, and the Alpha Tau Omega and Phi Alpha Delta fraternities. He also held membership in the Washington County and State Bar associations.
