He was registered at St. Michael's Catholic Church, Philadelphia, Pennsylvania. He accompanied his parents on their removal to Union township, Clearfield County, where he worked on the farm and taught school until attaining his majority, when he entered the law office of W. A. Wallace. After studying for some time he was admitted to the Bar in 1877, and engaged in practice in Clearfield for a number of years. Going to Washington, he was in the Pension Department for over two years.
