He was educated in the Tionesta common schools, prepared for college in the high school, and pursued his literary studies in the Grove City College. He then took a two-years' course in the Pittsburg College of Pharmacy, and finished his professional education in Jefferson Medical College in Philadelphia, where he graduated in 1897 with the degree of M. D. He immediately began the practice of medicine and surgery in his home.
In politics Mr. Bovard was a Republican.
He obtained his early and preparatory education in the public school, then entered Grove City College, graduating in class of 1892. He then spent two years in the Pittsburgh College of Pharmacy, graduating in 1894, then entered Jefferson Medical College at Philadelphia, whence he was graduated M. D., class of 1897. He at once began practice in Tionesta. From 1900 to 1903 he was county physician, and in the latter year was appointed surgeon for the Pennsylvania railroad. He was also medical inspector of Forest county for the state board of health. He had in connection with his medical practice a well stocked and modern drug store in Tionesta, his pharmaceutical education qualifying him as a druggist. He was past master of Tionesta Lodge, Free and Accepted Masons, member of Royal Arch Masons, Knights Templar, Lodge of Perfection, and Nobles of the Mystic Shrine. He was also a member of the Independent Order of Odd Fellows, and of the Presbyterian church.
