He served as a county commissioner of Greene County, Pennsylvania, and resided on a farm of 125 acres.

He and his wife belonged to the Disciple Church. He has served as deacon for fifteen years and as Sabbath-school superintendent for twenty years. Mr. Blair was a Democrat and a member of the I. O. O. F. He served two terms as school director.
