He attended the public schools of Penn Township, Witherspoon Institute at Butler and Grove City College. Afterwards he taught for a number of years in the schools of the county. After marriage, he purchased the old Bartley homestead and became a successful farmer and oil operator and still continued these pursuits after moving to Butler some years later.
He always took an active interest in public affairs, serving for a number of years as school director and secretary of the board in his home township. After moving to Butler, he served on the official board of the Y. M. C. A. as director for six years, being a director when the new Y. M. C. A. building was erected. He was a member of the Butler Board of Commerce and was also identified with some of the leading enterprises of the city.
Mr. Bartley, his wife and two daughters were members of the First United Presbyterian Church, Butler. He was a ruling elder in that church beginning in 1910 and served as clerk of session for fifteen years.
In 1924 he was elected on the Republican ticket one of the representatives from Butler County to the State Legislature and served in the regular session of 1925 and the special session of 1926, called by Governor Pinchot. He was re-elected in the fall of 1926 and served in the session of 1927.
