He was born in Clay township, Butler County, PA, and was the third in a family of eight children. He was reared upon his father's farm and worked at farm labor until 1877, when he purchased his own homestead of fifty-nine acres. The family was connected with the Presbyterian church, and Mr. Bartley was a Republican, in politics.
