He was educated in the Tarentum schools and at Pennsylvania State College. He became connected with the Allegheny City Bureau of Surveys, was appointed assistant engineer and later chief clerk of Allegheny. When Allegheny and Pittsburgh were merged into one city, he was appointed superintendent of Highways and Sewers.
