He attended school in his youth in Penn, Pike and Ferguson townships, Clearfield County, Pennsylvania, and went to work at lumbering for some years trying his strength in making lumber and his skill in rafting it down the river. For a short time following his marriage he lived in Bell township and then settled on a farm in Penn township, where he carried on farming and stock raising.
In politics Mr. Passmore was a Democrat and was frequently elected to local offices, serving as school director, treasurer, assessor and road supervisor.
