He was born at Greensburg, Westmoreland County, Pennsylvania, where he attended the public schools. After his course at Mercersburg Preparatory School, he graduated from Pennsylvania State College in the class of 1912, with his Bachelor of Arts degree.
His business life began with his association with the Travelers' Insurance Company, as special agent, and after about a year and a half with that company, he joined the insurance firm of Bair & Lane, in Greensburg, of which his father, Edward H, Bair, was the head. On March 1, 1925, with A. E. McCloskey, he bought out the business of Bair & Lane, and continued it under the name of Bair & McCloskey. This was one of the oldest insurance agencies in the county, established in 1883, as Gay & Bair.
Mr. Bair was a Democrat in his political views.
During the first World War, Mr. Bair was first assigned to the Officers' Training Camp at Fort Oglethorpe, Georgia, and later assigned to the 10th Field Artillery, with which regiment he went overseas, then was detached from that regiment and assigned to the air service, as a balloon observer on the front lines of the American Expeditionary Forces, holding the rank of lieutenant.
His fraternal affiliations were with Lodge No. 518, Free and Accepted Masons, and the Benevolent and Protective Order of Elks. He was also a member of the Greensburg Country Club; the Chamber of Commerce, and Beta Theta Pi College Fraternity. His religious fellowship was with the Second Reformed Church.

After passing through the Greensburg public schools, he graduated from Mercersburg Academy in 1907 and, in 1912, graduated from Pennsylvania State College with the degree of Bachelor of Science. After graduation he was employed by the Travelers Insurance Company of Hartford, Connecticut, as a special agent. Then, a year later, he became associated with his father's insurance firm in Greensburg. In 1925 Kenneth Henry Bair bought out the complete business and became sole owner, conducting the business as K. H. Bair and Company. Mr. Bair conducted a general insurance business. His business career was interrupted during the first World War by his service in the United States Army. In 1917 he enlisted in the Second Officers Training Corps and, after being commissioned a second lieutenant, was assigned to the 10th Field Artillery and sent to Douglas, Arizona. In December, 1917, he was ordered to France and he served there until February, 1919, when he was honorably discharged. During his tour of duty in France he was assigned to the United States Air Force as a balloon observer, with the same commissioned rank as in the field artillery.
He was a member of the Pennsylvania Association of Insurance Agents, being the president of the organization in 1924-25 and, again, in 1930-32. He was also a member of the National Association of Insurance Agents, serving as its president in 1935-36. Other business associations include membership in the Greensburg Chamber of Commerce, of which he was vice-president, and directorships in the Pennsylvania Central Air Lines Corporation of Pittsburgh and the Pace Chemical Corporation of Greensburg. Mr. Bair was also chairman of the Westmoreland County Chapter of the American Red Cross, an office which he held for the past ten years. He was a member and treasurer of the board of trustees of the Second Evangelical and Reformed Church of Greensburg, a member of Westmoreland Lodge, No. 518, Free and Accepted Masons; member of Greensburg Lodge, No. 511, Benevolent and Protective Order of Elks, the Greensburg Country Club, the Pike Run Country Club, the Westmoreland Polo Club, and of Beta Theta Pi Fraternity.
