After attending local public schools and Kiskiminetas Preparatory School, he completed his formal education in Wooster College and was graduated from Geneva College in 1926 with the degree of Bachelor of Arts. Matriculating at the Law School of the University of Pittsburgh, he was graduated with the class of 1929, a Bachelor of Laws. That same year he was admitted to the Lawrence County bar and began the practice of his profession there in association with his father, Joseph W. Humphrey. He was a member of the Lawrence County Bar Society, of the Rotary Club and of several other Ellwood City organizations. He was affiliated with the Benevolent and Protective Order of Elks, and was of the Presbyterian faith.
On December 9, 1937, he was appointed Assistant Attorney-General of Pennsylvania, and assigned to the Workmen's Compensation Fund.
