He was educated in the public schools and at Bethany College, West Virginia. He served as postmaster of Braddock, Pennsylvania, from 1876 to 1882, and was borough treasurer in 1878

He and his brother, Stephen Mills, engaged in the manufacture of brick, and were also the owners of a quarry.
