He received his education in the public schools of Evans City, Butler County, Pennsylvania, and studied dentistry at the University of Pittsburgh, from which he was graduated in 1920. He then located in his home city, where he developed an extensive practice. He was identified with the county, state and national dental associations. He was a Republican, a member of St. John's Reformed Church, and was affiliated with the Masonic lodge, Knights of Pythias, and Delta Sigma Delta fraternity.
During the first World War Doctor Kinsey served as a member of the Student Army Training Corps at the University of Pittsburgh. He served as commander of the American Legion, Evans City.
