He was born in South Pittsburgh, Pennsylvania, and educated in the public schools on the South Side, at Curry's University and the Western University of Pennsylvania, graduating in 1895. He was employed in the South Side Hospital for a period of sixteen months, after which time he had a general practice on Carson street. He was a member of the Free and Accepted Masons, Lodge No. 221; a member of the Junior Order United American Mechanics; and was medical examiner of the Knights of the Maccabees, No. 62. Politically he was a Republican. He was also a member of the city physicians in the department of charity and correction. Dr. New was a consistent member of the Methodist Episcopal church.
