General Notes: Husband - William B. Skinner
He was educated at the Chambersburg Academy, and was graduated at the State Normal School at Shippensburg, Pennsylvania. He was associated with his brother, Capt. George W. Skinner, in the publication of the Fulton Democrat, and while thus engaged he studied law, and was admitted to the Fulton County Bar June 11, 1877. He was district attorney of Fulton County, Pennsylvania, 1879-82, after which he removed to Mount Vernon, Missouri, where he was twice elected district attorney and established a lucrative practice.
