He obtained his early education in the local public school of Butler County, Pennsylvania, and in 1899 went to the Slippery Rock State Normal School. After teaching school for two years he entered Jefferson Medical College, Philadelphia, from which he graduated in the class of 1904, with the degree of Medical Doctor. During the Spanish-American War (1898) he enlisted as a private soldier in Company B, 16th Pennsylvania Voluntary Infantry, and served with his regiment in Porto Rico. He was discharged in 1899 and then enlisted in the Medical Corps. With the 1st Pennsylvania Cavalry he went to the Mexican Border in 1916 and was later transferred to the 101st Cavalry, 7th Division, National Guard, U. S. On June 28, 1917, he was sent to Fort Benjamin Harrison at Indianapolis, as an instructor and organizer of field hospitals and ambulance companies. After the disbanding of the 101st Cavalry he was promoted to the rank of captain of the 110th Field Hospital of the 28th Division, which went overseas May 13, 1918. Soon afterwards, he was promoted to the rank of major and attached to the General Staff as Division Medical Gas Officer of the 28th Division. He was gassed on two occasions, and was mustered out May 22, 1919, with the rank of major, but was held on the reserve list until 1924. Several medals and decorations were conferred upon him for distinguished services in the field.
Dr. Harper became county medical director for Mercer and Lawrence counties, representing the Pennsylvania State Department of Health. He belonged to Adelphic Lodge, No. 424, Free and Accepted Masons, of Jamestown, Pennsylvania, which he served as Worshipful Master for two years; was a thirty-second degree Mason, member of Valley of New Castle Consistory, and member of Zem Zem Temple, Ancient Arabic Order Nobles of the Mystic Shrine, of Erie, Pennsylvania. He also belonged to the chapter of the Sons of the American Revolution in New Castle, No. 1616; Lions International; the Protected Home Circle; the Lawrence Country Club; Lawrence County Medical Society; Pennsylvania State Medical Society; American Medical Association; American Legion; Sons of Veterans; Veterans of Foreign Wars, and the Spanish-American War Veterans. He and his wife were members of the First Methodist Church. He was a Republican in politics.
