He was but two years old when his father brought the family into Venango County, Pennsylvania. In his youth he took advantage of the opportunities which the locality afforded, and though the schools were primitive he appreciated the privilege so greatly that he walked several miles morning and evening to attend. The days spent in the rude log schoolhouse, when Isabel Craig was his favorite teacher and cherished friend, he recalled in his later years with never ending delight. Though the instruction was limited, he had an excellent memory, and he supplemented his early studies by intelligent reading, for which he had a passion rare in those days, when the demands of material wants crowded out intellectual pursuits. Thus he became well informed in history, both ancient and modern. His son Cyrus D. Phipps now has (1919) in his library five volumes of ancient Roman and Grecian history that his father bought in Pittsburgh and carried to his home in Clinton Township, walking all the way, for there were only footpaths in those days. This was about 1815. He was especially familiar with the political events of his own and other countries, becoming a prominent member of the debating societies which then served the purpose of the higher literary schools of today. Books selected with taste and good judgment, from the best authors in natural and moral philosophy, history, biography and the sciences, constituted his library, from which he always continued to derive great enjoyment. In business he was capable and prosperous. During his earlier years he farmed in the summer season, canoed lime to Meadville and Warren, and went down the Allegheny with lumber to Pittsburgh, Wheeling and Cincinnati, making his first rafting trip on the Allegheny in the year 1811. In his later life he devoted all his attention to the clearing of the forest, no easy task, but one which he pursued faithfully during his active years.
When he was married, he brought his bride to a rude home which he had built himself. Like his father he was a Democrat in his political convictions, and he served a term as sheriff of Venango County, to which office he was elected in 1844, holding the same three years. [CAB, 850]

Samuel Phipps' Death Notice
Samuel Phipps, of Clinton township, was found dead in his barn on Saturday afternoon, only a few moments after leaving his home. The news of the sad event was a profound shock to the community, as the deceased was known and esteemed throughout the entire county. Born in Westmorland county on the 25th of November, 1795, he removed to Clinton with his father early in the century, residing there until his death. He thus ranked among the pioneers of Venango and was, perhaps, the oldest citizen of this county, in which he spent nearly eighty years of his protracted pilgrimage. At the date of his arrival the county was an unbroken forest, and the Clinton immigrants were not exempted from their share of privations incident to backwoods life. But they were a hardy race, full of faith and enterprise, hopeful and courageous, heroes without epaulettes, who boldly severed the ties that bound them to civilized life further east and resolutely undertook to make the dense wilderness subservient to their comfort. In due time the noble purpose and patient endurance of these leal-hearted pioneers received their merited reward. Many of them acquired a competence, lived to see their families well settled, long enjoyed the veneration attaching to honorable old age, and finally descended to the grave as a shock of wheat ripe for the harvest - men who believed it "was not all of death to die, nor all of life to live." Such a one was the subject of this brief notice who after having survived all his comtemporaries and beheld his descendants for several generations, has at length gone the way of all the earth, leaving behind him a priceless reputation for sterling integrity and solid worth. In 1823 he married Miss Amelia Holiday, daughter of the first settler of what is now Oil City, by whom he had a large family. During his most active business career, he carried on a large furnace, the ruins of which still remain a mile above Kennerdell. His great popularity was attested in 1844, when he was elected Sheriff by a handsome majority as an independent candidate. The duties of this responsible office he discharged with characteristic fidelity, winning the confidence and respect of all classes by his honesty and earnestness. His declining years were spent in the quiet retreat of a happy home, with kind children to smooth his pathway to the tomb. Old age did not greatly diminish his faculties, the hand of time touching him lightly. He retained his physical strength and mental vigor almost unimpaired to the end, and never was sick a day. On Saturday he exhibited his usual cheerfulness, showing no symptoms that his last day on earth had come. Going to the barn to see the cattle, he was found in a little while cold and lifeless, having evidently died without a struggle. The funeral took place on Monday, and was attended by many hundreds of sincere mourners. Few men enjoyed so rich an acquaintance or was so universally respected as the worthy dead. Mr. Phipps possessed in liberal measure the noble traits that form a strong, manly character. Brave, true and generous, his memory will long be fragrant among the people who knew and loved him so well. He leaves a number of sons and daughters, with a host of more distant relatives, to mourn the sudden call that summoned the venerable patriarch to the world beyond. Two of his children are Mrs. Dr. Egbert, and Mrs. Polly Brighanm of this city. The bereaved family have the heartfelt sympathy of our citizens in their affliction.
