He was educated in the public schools and at the Chambersburg Academy. He was graduated at Franklin and Marshall College in 1896. After leaving college he studied law with his father, and was admitted to the Franklin County, Pennsylvania, Bar Dec. 5, 1898. He was practicing his profession in Chambersburg as a member of the firm of Gillan & Gillan. He was a member of George Washington Lodge, F. & A. M., of the Knights of Pythias and the Royal Arcanum. He was secretary of the Greencastle, Mercersburg & Waynesboro Turnpike Road Company. In politics he was a Democrat, and Chairman of the Democratic County Committee.
