He reared on the old home place in North Strabane township, Washington County, Pennsylvania, receiving a common-school education.
He and his wife were members of the United Presbyterian Church. He was a member of the Democratic party; and served as supervisor of roads in his district.

The old family homestead contained 295 acres in North Strabane township, Washington County, Pennsylvania. After the death of the father, John Fulton, it came under the management of three of his sons, Robert D., John and James C.
