He attended the public schools of Sutersville, Sewickley Township, Westmoreland County, Pennsylvania, and subsequently took a thorough commercial course at Curry University, Pittsburgh, after which he completed an apprenticeship as a plasterer under the direction of his father. His training at a business college, however, had eminently fitted him to accept the position of book-keeper, which he did for James W. Ellsworth & Company, coal operators. Later he was promoted to the position of paymaster, in which he continued until May, 1902, at which date he resigned to accept the cashiership of the First National Bank of Sutersville.
In national politics Mr. Franklin supported the Republican party, but in local issues, county and state, he reserved his right to cast an Independent vote. He was connected with the Presbyterian church, in which denomination he was an elder, and served a number of years as Sunday school superintendent. His only public office was that of treasurer of the borough of Sutersville. In temperance work he was a potent factor. He was connnected with the S. of T. from his fourteenth year, and was an honored member of the grand division of that order, which entitled him to a seat in the councils of the Pennsylvania organization. He was the treasurer of the local lodge of S. of T., and also was identified with Blythe Lodge, No. 593, F. and A. M.
