He was born on the old family homestead in Graham township, Clearfield County, Pennsylvania, where he continued to reside, and was educated in the schools of the neighborhood. He had a comfortable residence, flanked with a good barn and the various other outbuildings required by the progressive agriculturist. As a tiller of the soil he was thorough and skillful, and was uniformly fortunate in his various investments.
He and his wife were members of the United Brethren Church. Mr. Flegal always gave his unwavering support to the Democratic party, and for some years discharged the duties of justice of the peace.
