He was educated in the New Castle schools, the Slippery Rock State Normal School and Hiram College, graduating from the latter in 1892. He then engaged in teaching for six years, in the meanwhile giving much time to the study of law, and in 1898 he was graduated from the law department of the Ohio Northern University, at Ada, Ohio. About this time he enlisted for service in the Spanish-American War, entering Company E, Fifteenth Regiment, Pennsylvania Volunteer Infantry, of which he was corporal, and served for one year. Immediately after his return home he was admitted to the bar, and associated himself in practice with Charles H. Young, later the district attorney. Mr. Fenton advanced rapidly in his profession, and took part in a large part of the important litigation which occupied the different courts in the following decade. He was a member of the Lawrence County Bar Association, and had the right of practice in the Supreme and Superior Courts of Pennsylvania, and the District and Circuit Courts of the United States. He gave considerable attention to politics also.
He and his wife were members of the First Christian Church, of New Castle, of which Mr. Fenton was a trustee for some years. He belonged to the Odd Fellows and to the Temple club.

He was a studious and ambitious youth, and enjoyed excellent educational facilities. After passing through the local schools, he entered Hiram College, of Ohio, graduating in 1891, then the Slippery Rock State Normal School, from which he was graduated with the class of 1895. He was graduated from Ohio Northern University in 1898, with the degree of Bachelor of Laws. During the years between 1891 and 1898 he taught a total of five years in the New Castle public schools. Having prepared himself with great thoroughness, he passed the bar examination with honors and was admitted to practice in 1900. From that time he was engaged in practice at New Castle.
Mr. Fenton enlisted, in 1898, in the Spanish-American War, becoming a member of Company E, 15th Pennsylvania Regiment, and served a year in the coast defense, stationed on the Potomac River.
A consistent supporter of Republican principles, he was called to the public service, served four years as a member of the Select Council of New Castle, and became president of the School Board of Shenango Township.
Long an active member of the Independent Order of Odd Fellows, he was several years vice-president of the National Odd Fellows' Home Society, and was elected president in January, 1925. He was Past Grand of New Castle Lodge, No. 195, Independent Order of Odd Fellows, and was Past District Deputy Grand, also a member of Lawrence Encampment, No. 84, of which he was Past Patriarch, and was Past District Deputy Grand Patriarch of the State Encampment.
He was a member of the First Christian Church of New Castle, and of the Sons of Veterans of the Civil War.
