He was born in Irwin, Pennsylvania, where his education was begun in the public schools and completed by a high school course at Wooster, Ohio. He was connected with the Westinghouse Company for two or three years, until the outbreak of the Spanish-American war, when he enlisted in Company E, Fourteenth Regiment, Pennsylvania Volunteers. He served one year, doing garrison duty at Fort Delaware, on Delaware Bay and Fort Mott, in New Jersey, when he was honorably discharged, returning to Irwin and his former position. There he remained for a time and then became a clerk in Scott's hardware store, in Jeannette, Pennsylvania. January 1, 1902, he took charge of the butter business left by the death of his father, and which had been continued until then by his brother, John Clyde Shaw. In September, 1903, he opened a store for the better conduct of the business and combined it with produce, wholesale and retail, principally the former. April 1, 1903, he opened a retail meat and butter store, on Main street. In politics he was always a Republican. He was a member of the United Presbyterian church.
