His short life of thirty-six years was well spent and suddenly terminated, he dying after an illness of only eight days.
He was a member of the provincial council from Kent County, Delaware, presenting his credentials at the meeting in Philadelphia, Pennsylvania, "3rd mo. 2 day," 1685, which were accepted and the minutes record: "William Frampton was this day attested in council to keep secrey." At the meeting "12 mo. 1st," 1685, he petitioned for the removal of the caves before his door, "he being about to build a wharf." At the meeting "3 mo. 1st day," 1686, he was attested a "justice of ye peace for the towne and county of Philadelphia." At the meeting of council "5 mo. 5 da.," 1685, he was one of three appointed by council to fill the vacant office of "ye Register General," and confirmed at the meeting next (see Colonial Records, vol. i). He died prior to the meeting of council, "9 mo. 8 da.," 1686.

About 1682 or 1683, William Frampton removed to Philadelphia, when it contained but three hundred houses, and where he had a provincial council organized March 10, 1683. At a council meeting, July 12, 1683, accounts and bills due "William Fframpton" were presented, being "for tobacco, pork, Indian corn, wheat, etc., chiefly tobacco," as the trade at this time was almost entirely with the West Indies.
