He was born in Washington County, Pennsylvania, and passed his childhood in the oil fields of that region. While he was still young, however, his parents removed to Avalon, Pennsylvania, and it was there that he received his education in the local public schools. After the completion of his studies, he entered into partnership with Mr. Harry B. Todd, and with him formed the firm of H. B. Todd & Company, engaged in roofing and furnace work.
He was reared in the Presbyterian Church. He was very active in the life of his town, and took a prominent part in politics there as a member of the Republican party. He was also a member of the Order of Independent Americans.
