He received his preliminary education in the public schools of Corsica, Pennsylvania, and at Clarion State Normal School, later studying at Grove City College. He prepared for his profession at the University of Pittsburgh, from which he was graduated with the degree of Doctor of Dental Surgery in 1928, and in the same year began his practice in Brookville. He quickly became one of the leading dentists of the area and successfully handled operative cases which were ordinarily the province of specialists. He was the only dentist in Brookville equipped to do intricate dental and bone surgery.
Dr. Cowan was a member of the Pennsylvania Eighth District Dental Society, and a member of the American Dental Association. His civic interests were numerous; prominent among them was his work in the Red Cross. Dr. Cowan was chairman of the executive committee of the Jefferson County Chapter, American Red Cross, beginning in 1933 and served on its board beginning in 1928. As such, he did much to strengthen the local organization and render more effective its mission of mercy. Dr. Cowan was also president and secretary of the Brookville Community Club, of which he has been a member for thirteen years. During the World War, he served in the United States Army, but was not ordered overseas. In politics he was a Republican and in religious faith a Presbyterian. In addition to his civic interests and his work with the Red Cross, the favorite occupation of his leisure hours was bridge.
