He received his early education in the schools of Butler County, Pennsylvania, under his father's instruction. At an early age he became interested in oil production and for many years was one of the leading oil producers of the state, being interested in over fifty producing oil wells. He became a resident of Bruin in 1901.

He was president of the First National Bank of Bruin, was one of Butler County's most prominent business men and highly esteemed citizens, and served multiple terms as a member of the House of Representatives from the district.

He was a Republican and a member of the Presbyterian Church. He was active in church work and for many years taught a Bible class. He was the author of “The Bible Class and the Community,” which was published in 1923. Mr. Cross was for many years manager of the Bruin Baseball Club, during the years when Rube Waddell was a pitcher on the local team.
