He was reared in Beaver County, Pennsylvania, his parents having moved there when he was a child. He attended the common schools and the Frankfort Academy, and engaged in teaching, first in the district schools, and afterward as assistant principal of Frankfort Academy.

After attending public school, he took a finishing course at Frankfort Academy, after which he followed the profession of teaching public schools and in Frankfort Academy, for a period of four years. He then registered as a law student with the late Samuel B. Wilson, then one of Beaver County's most prominent and able attorneys. Mr. Bigger was admitted to the bar June 2, 1879, and soon after began the practice of his profession alone, in Beaver. He continued thus until 1882, when he entered into partnership with Frank Wilson. Mr. Wilson died in 1883, after which the firm became Bigger & Henry (T. M. Henry) until 1891, after which Mr. Bigger practiced alone. He was very successful as a lawyer, and was an able writer and speaker. Although he never aspired to office, he served in the borough council for six years, and was elected county solicitor for several years. He was an ardent advocate of thorough educational systems, being a member of the borough school board. He owned a fine residence on Raccoon street, built by J. F. Dravo, and containing all the modern conveniences. He had one of the most elegant, select libraries in the borough. He was a man of rare literary taste and was a lover of the best works.
He was a thirty-second degree Mason, and a member of the Knights of Pythias.
He and his wife were willing workers in the Presbyterian church, besides giving liberally of their means to many charitable institutions.
