He was a native of Penn township, Westmoreland County, Pennsylvania, where he was reared and educated. He began the study of dentistry in January, 1880, in the office of his brothers, Drs. Z. L. and I. S. Waugaman, of Greensburg; entered Pennsylvania College of Dental Surgery at Philadelphia the same year, and graduated in February, 1882. In May of that year he located in McKeesport, where he then resided, and developed a large and successful practice.
