He attended public schools in Meadville, Pennsylvania, and was graduated from Allegheny College there in 1923. He also studied at the Pennsylvania College of Music. Beginning in 1922 he was associated with the Edward T. Bates Company, with the exception of the year 1924-25, when he was with the C. C. Mellor Piano Company, in Pittsburgh. Returning, however, to the Bates company, in Meadville, he was made manager in 1933, so continuing until 1936, when he became a partner in the business. In 1937 he was elected a member of the Meadville Board of Education for a six-year term. He was a Republican in politics and a member of the Meadville Orchestral Society. He was a director of the Kiwanis Club and a member of Lodge No. 408, Free and Accepted Masons. His church was the First Baptist.

At age three, she was given away to two maiden aunts, Frances and Emma Exley. She never saw her family again as a child. As an adult her family contacted her at the time of her mother's death to attend the funeral.

Ex-director of Senior Citizens Dies
Former executive director of Meadville Senior Citizens Association-Cazzie E. Bates, wife of Samuel P. Bates, died Friday at her home, 482 Sunset Drive. She was 75.
Mrs. Bates was elected to the position in October 1962 and was honored for her service to senior citizens by being named citizen of the year by RSVP (Retired Senior Volunteer Program) in May 1973. She held the dirctorship for 12 years.
Active and well-known in the community, Mrs. Bates also was a member of the local chapter of American Association of Retired Person, a member and past president of Meadville Garden Club, past secretary of Federated Garden Clubs of Pennsylvania, a member and past president of Antique Study Club. She was a member of First Baptist Church, a member of the church's Plus Ultra Sunday School Class and for many years was chairman of the church's pulpit flower committee.
Born in Knox May 22, 1902, she was a daughter of Samuel P. and Emma Schlaugenhaupt Exley. She was a graduate of West Penn Nursing Training School at Pittsburgh and took post graduate courses there. She married Bates July 17, 1926.
In addition to her husband, survivors include: a daughter Mrs. Robert (Linda) Chisholm, Afton, Minn.; a son, Samuel P. Bates III, North Oakes, Minn.; and two sisters, Mrs. Ralph (Leah) Paddock, North Syracuse, N. Y., Mrs. Twila Buck, Knox; four grandchildren; several nieces and nephews.
Friends may call Sunday from 2 to 4 and 7 to 9 p.m. at the Roofner-Collins Funeral Home. Services will be held Monday at 3 p.m. at First Baptist Church with the Rev. Earl Staples, interim pastor, officiating. Interment will be at Greendale Cemetery. The family suggests memorials be made to the Building Fund of First Baptist Church.
