General Notes: Husband - Richard H. Phelan


He was reared in Waynesburg, Greene County, Pennsylvania, and attended the common school and college. He went to the territory of Kansas in 1854 and remained until 1861, when he returned to Waynesburg and subsequently studied law in the office of his father and Hon. C. A. Black. He was admitted to the bar in 1867, and then began active practice. Mr. Phelan was a Democrat. He was a member of the town council, and was a trustree of the Presbyterian Church.
He was president of Green Mount Cemetery Company, treasurer of the Waynesburg Park Company, and a director in the Farmers' and Drovers' National Bank of Waynesburg.
