He received his education in the public schools and at the Mercer High School and Washington and Jefferson College, graduating from the former in 1891 and the latter in 1895. Soon after leaving college he entered the employ of the People's Natural Gas Company of Pittsburg, continuing in its service from August, 1895, to April, 1896, and for the succeeding nine months was deputy prothonotary under E. W. Webster. He commenced the new year, 1897, by becoming a student in the law office of Q. A. Gordon, teaching in the Mercer High School in 1897-9. Mr. Orr then dropped his educational labors for a continuous course of study in Mr. Gordon's office; was admitted to the bar October 1, 1900, and immediately associated himself with the office of E. S. Templeton, Greenville. On April 1, 1905, a partnership was organized by Mr. Templeton, Mr. Orr and T. C. Whiteman, under the firm name of Templeton, Orr and Whiteman. He was an active Republican and in 1908 was elected a member of the borough council, being chosen to the presidency in 1909. His church connections were with the Presbyterian society of Greenville.

He received his early education in the public schools of Mercer, Pennsylvania, and after completing the high school course in 1891, entered Washington and Jefferson College, where he took the degree of Bachelor of Arts in 1895. During the following year he was asso-ciated with the People's Natural Gas Company of Pitts-burgh. In 1896-97 he served as deputy prothonotary of Mercer County and in 1897-98 was instructor in Mercer High School. At the end of this time he turned to the study of law and in 1900 was admitted to the Pennsyl-vania bar, beginning his practice in Greenville. Within a relatively brief period he developed an important prac-tice, to which he devoted his principal attention until 1918. In the latter year he largely withdrew from the practice of law, although retaining a few professional associations and gave most of his time and energy to his fire insurance business in Greenville. Under his energetic leadership it has grew to large proportions. Meanwhile, Mr. Orr also won honors in public life. As an active Republican, he attained influence in his party and in 1917 was elected burgess of Greenville, a post he held until 1922. In 1921 he represented his district in the lower house of the Pennsylvania State Legislature, where he added to his stature as an able and devoted public official. He retained his influence in his party and his active interest in civic and public affairs, serving in later years as president of the Borough Council. In addition to his own business and his profes-sional connections, Mr. Orr was associated with most of Greenville's principal community institutions, was a member and president of the Chamber of Commerce, member of the Greenville Country Club and Greenville Motor Club and was affiliated fraternally with the Free and Accepted Masons, the Benevolent and Protective Order of Elks, the Loyal Order of Moose, the Inde-pendent Order of Odd Fellows and the Phi Kappa Psi fraternity. He was also a member of the Mercer County Bar Association. Mr. Orr was an Episcopalian.
