He received his early education in the public schools, and later entered his father's store, and after the death of his father con­tinued the business in partnership with his brother, John W. In 1904 the title of the firm was changed to Shawkey Brothers, and a branch store was established at Utica, PA, of which, as senior mem­ber of the firm, Henry R. Shawkey assumed the management. In politics he was a Republican.
