He was born in Mt. Pleasant township, Washington County, and received his early education in the common schools of the day. He then entered Canonsburg Academy, where he remained three years, meanwhile paying his way by employment outside of school hours. He soon decided to follow the life of a physician and commenced his medical studies under the direction of Dr. J. H. Christy, of Paris, Pennsylvania, from whom he obtained a thorough and practical knowledge of the medical science. In 1883 he entered Cleveland Medical College, graduating February 25, 1885. He then began his professional career at Florence, a small town in Hanover township, Washington County, where he remained six years, thence moving to a home in Midway, where many of his former patients came from Florence to see him. Dr. Moore developed a large and lucrative practice, and enjoyed the confidence of all who knew him.
In church relationship he was a zealous worker in and devoted member of the United Presbyterian Church. Politically he was first a Republican, but after the temperance question arose he was an advocate of Prohibition.

He attended first the country schools near his father's farm, and afterwards became a student at the Canonsburg Academy, paying his own expenses for three years by working after school hours. He began his medical reading in 1880, with Dr. J. H. Christy, of Paris, Hanover Township, Washington County, and in 1883 entered Cleveland Medical College, where he was graduated February 25, 1885. He began practice at Florence, in Hanover Township, where he remained for six years, and then moved to Midway, where he remained twenty years of more.
