He received his education at Kittanning, Armstrong County, Pennsylvania, and made his home there until he was twenty-four years of age. At the age of eighteen he learned the carpenter trade, and worked eleven years at bridge-building on the A. V. R. R. He came to Verona in 1885 and began work in the railroad shops.

He and his wife were both members of the Presbyterian Church, and he was a member of the I. O. O. F. and the Jr. O. U. A. M., and Carpenters' Union. Politically he was a republican, and member of the Verona council. In 1871 his house was burned, and nearly all of his goods lost; he completed a new home on C street in 1888.

He was born in Armstrong County, Pennsylvania, but as the family moved to Allegheny County when he was very young, he attended school there. His first employment was with the Allegheny Valley Railroad, which was later absorbed by the Pennsylvania Railroad, and he remained with the company five years in the clerical department, thence transferring his interests to the Westinghouse Company, where he was employed for about a year. In 1902 he became identified with the Standard Steel Car Company at their Pittsburgh office, and later at the Butler plant, as chief clerk; later he was made assistant purchasing agent, and on January 1, 1923, he was appointed as purchasing agent. He was also treasurer of the Butler County Memorial Hospital. Mr. Mateer was a Republican in his political convictions, his vote and influence favoring the principles of that party. During the World War, he was at the fore in many of the activities, and he took an active part in all the Liberty Loan drives.
Mr. Mateer's fraternal affiliations are with Lodge No. 694, Free and Accepted Masons, of Butler; the New Castle Consistory, Ancient Accepted Scottish Rite, thirty-second degree; and Syria Temple, Ancient Arabic Order Nobles of the Mystic Shrine; and he is a member of the Butler Country Club, the Sterling Club, of Butler, the Pittsburgh Athletic Association, and the Union League Club, of Chicago, Illinois; and he was vice-president of the Butler Board of Commerce. Mr. Mateer joined the new Keystone Athletic Club, of Pittsburgh, as a charter life-member. His religious fellowship was with the First Presbyterian Church.
