He came to Jeannette, Westmoreland County, Pennsylvania, at the age of six months, there to reside until he was six years old, when he went to live at Penn, a little village near Jeannette. Having acquired the rudiments of a common school education at the Penn public schools he was sent to the Jeannette High School, whence he graduated in the class of 1912. In the autumn of 1912 he entered the School of Economics of the University of Pittsburgh and was graduated with the degree of Bachelor of Science in Economics in the class of 1915, having completed a four-year course in three years. In the autumn of 1915, he entered the Pittsburgh Law School of the same University, and was graduated with the degree of Bachelor of Laws in the class of 1919.
When the United States entered the World War on April 6, 1917, he finished the junior year of his law school and went to work at the A-B. Plant of the Westinghouse Electric and Manufacturing Company at Turtle Creek, as a shell-maker. After the armistice was signed he returned to the Law School to complete his studies. He was registered as a law student in the offices of former Judge J. S. Beacom and the late David L. Newill, and after successfully passing the State Board of Law Examiner's Examinations on July 2-3, 1919, he was admitted to the practice of law in the several courts of Allegheny County and Westmoreland County, on October 1, 1919. Shortly after this he was admitted to practice in the higher courts of the State, and on December 1, 1919, he opened offices in Greensburg and Jeannette and engaged in the general practice of law under his own name.
Mr. Ruff was vice-president and treasurer and a director of the Olympia-Oakford Park Company, operating amusement parks at Jeannette and McKeesport, Allegheny County. He was a director of the American Foundry and Pipe Company, and of the E. M. Johnson Manufacturing Company, manufacturing concerns with factories at Jeannette. In politics he was a Republican. At one time he held the office of school director of Penn Borough. Mr. Ruff was a member of the Benevolent and Protective Order of Elks, the Fraternal Order of Eagles, the Knights of Pythias, and the Junior Order of United American Mechanics. He was an active leader in the Reformed Church to which he belonged. Mr. Ruff was active in various civic organizations, having been a director of the Chamber of Commerce, also of the Jeannette Athletic Association, a member of the Kiwanis Club, and the organizer and president of the Jeannette High School Alumni Association.
