He was brought up in Wilkinsburg, Pennsylvania, and received his education in the local schools. In 1885 he entered the service of the Pennsylvania Railroad Company, beginning as a messenger boy. In the course of time he was advanced to the position of telegraph operator, and subsequently, through successive promotions, attained the position of train director at the Pittsburgh terminal. In the sphere of politics Mr. Kennedy adhered to the Republican party, aiding, to the best of his ability, the men and measures advocated by that organization.
