First judge thereof to serve full term during which none of his decisions were reversed. Jurist to Soochow, China University, 1923; drafted Com.-M1. Claims Commission (U. S. Mexico), 1929 - 1930; Tendered appointment by Chinese Govt. as legal Counselor, 1931; Chief advisor in codification and member of property claims commission U. S. Mil. Govt., Korea, 1946-1949. Author: Philippine Practice, 1907; The Peoples Law, 1910; Extraterritorial Cases, Vol. I, 1920, Vol. II, 1928; Evolution of Roman Law, 1928; History of the Supreme Council, 1930; The Beginnings of Law, 1933; Editor, Las Siete Parities, 1931. Contributed over 200 treatises, articles and opinions to legal encylopedias, most American and some foreign legal magazines.
