He was born in Cranberry Township, Venango County, Pennsylvania, where he was reared, in his boyhood attending the local public schools. Later he entered Meadville College, graduating from that Institution in 1909, after which he took a course at Dickinson Law School, Carlisle, Pennsylvania, graduating in 1912. He was admitted to the bar of Venango County the same year, and began to practice at Franklin. In the fall of 1916 he was honored with election to the State legislature. He was a member of the Franklin Club, and fraternally affiliated with the Elks and Odd Fellows.
