He was educated at the public schools of Homer City and at the Indiana normal school, and taught school at Latrobe, Pennsylvania, for several years. Taking up the study of medicine he graduated from the Western University, at Pittsburgh, and engaged in practice at Latrobe.

He attended the public school. He then graduated at the Indiana State Normal School in the class of 1895, and prepared for his profession in the Medical School of the University of Pittsburgh, where he graduated with his Medical degree in 1901. Dr. St. Clair served as interne for one year in the Presbyterian Hospital in Allegheny, and established himself in general practice at Latrobe, in 1902, and he continued with increasing success for over twenty years. He was a member of the staff of the Latrobe Hospital, the American Medical Association, the Pennsylvania State Medical Society, the Latrobe Academy of Medicine, and the Westmoreland County Medical Society, of which he was president in 1923.
In political matters he was a member of the Democratic Party, and in 1925 was elected a member of the Latrobe School Board. His fraternal affiliations were with the Blue Lodge of the Free and Accepted Masons. He was a member of the Latrobe Club, of the Latrobe Country Club's Board of Governors, and of the board of directors of the Community Savings and Loan Company. He was an elder in the Presbyterian Church.
