After completing the curriculum of the public schools of his native place he matriculated as a student in the academic department of Fredonia State Normal School, which he attended for several years, graduating in 1874. Subsequently he entered the University of Michigan, at Ann Arbor, and in that institution he was graduated as a member of the class of 1878, duly receiving the degree of Bachelor of Philosophy. He then took up the study of law under the able preceptorship of Nelson B. Smiley, of Bradford, Pennsylvania, and he was admitted to the McKean County bar in 1880 and to the Warren County bar in 1882. He immediately entered upon the active practice of his profession, locating in Warren, where he became junior member of the law firm of Wetmore, Noyes & Hinckley. After the retirement of Judge Wetmore the firm of Noyes & Hinckley conducted a thriving law business until 1890, when Mr. Noyes was elected president judge of the thirty-seventh judicial district of Pennsylvania. Then Mr. Hinckley became associated with Hon. William E. Rice and the firm of Hinckley & Rice had a large and lucrative law clientage in Warren and the territory adjacent thereto. As a successful lawyer Mr. Hinckley had a splendid record and figured prominently in many important litigations. The firm of Hinckley & Rice was dissolved upon the election of the latter to the office of president judge of the thirty-seventh judicial district of Pennsylvania, in November, 1907.
For many years Mr. Hinckley was an active and influential factor in the local councils of the Republican party, to which he gave staunch allegiance. He served with efficiency on the school board for twelve years, and was a member of the building committee in charge of the construction of the new high school building. Upon the resignation of Hon. W. E. Rice he was appointed president judge of the thirty-seventh judicial district, composed of Warren and Forest counties, by Governor Edwin S. Stuart, July 21, 1910, and served until the first Monday of January, 1912. He was a candidate for the position in the fall of 1911, and nominated upon the Republican and Democratic tickets without opposition, and elected to the full term of ten years, beginning the first Monday in January, 1912. For a number of years he was a member of the board of control of the Warren Public Library, and also one of the trustees of the Struthers Library Building. He was a member of the Shakespeare Club of Warren, and in connection with the work of his profession was affiliated with the Warren County Bar Association.
